Assignment Title: Local FMIS Officer (National)

The Government of the Republic of the Marshall Islands (RMI) has received financing from the World Bank (WB) toward the cost of the Strengthening Public Financial Management II (P510280) and intends to apply part of the proceeds for consulting services. The Local FMIS Officer will be responsible, under the direction of the PFMII Project Manager, supporting the quality of FMIS system’s financial reporting and alignment with GASB requirements.

Under the general guidance of the Project Manager, the Consultant will liaise with the MOFBPS Deputy Secretary for Core Financial Services, Assistant Secretaries of Finance, the Chief Accountant, and others as may be identified in the course of the consultancy. The Central Implementation Unit (CIU), established in DIDA, MOFBPS, will provide centralized support services to the PFM II project. The CIU consists of a program manager, a procurement specialist, a finance director, social and environmental safeguard specialists, and other support staff. The CIU will provide support to the Project Implementation Unit (PIU) in undertaking procurement activities. The Consultant will also liaise directly with the FMIS Specialist, the IT Specialist and other key technical consultants such as the Senior Financial Analysts, GASB Specialist, and technical team working under the ABD’s Reform Coordination Unit to collectively support the quality of FMIS systems Financial reporting and alignment with GASB requirements.

The (MOFBPS) now invites eligible individuals (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae (CV) with description of experience in similar assignments, similar conditions, etc.).

The criteria for selecting the consultant are:

Evaluation Criteria

CVs of all applicants will be evaluated as follows: all CVs will be scrutinized against the assignment’s minimum requirements. The CVs of candidates that meet the minimum requirements will then be scored according to the set scoring criteria. The three candidates with the highest scores will be invited to an interview. The candidate then identified by the interview panel as the most suitable will be invited to negotiate the contract. Referees of the selected candidate may be contacted to verify prior experience, performance, and character traits.

Mandatory Requirements

  • Bachelor’s degree, preferably in computer science, finance/accounting or a technical or numerate subject or equivalent work experience;
  • Demonstrated knowledge of system management and network performance as shown through previous work trainings;
  • At least 2 years’ experience working on FMIS systems;
  • Knowledge of user security, system configuration, Cisco switches and routers and other system setups as shown through previous work experience.

Desired Requirements

  • Demonstrated ability to work effectively within teams with diverse cultural and multi-disciplinary background;
  • Experience working with Bisan FMIS system;
  • Good computer skills in all Microsoft platforms, MS Office, Cloud computing, Visio and a good understanding of open-source cybersecurity software and tools that support network controls, monitoring and protection;
  • Experience managing networks and relevant certification (Cisco Certified Network Associate or Certified Cisco Network Professional);
  • Ability to understand, speak Marshallese is a plus.
