The Government of the Republic of the Marshall Islands (RMI) has received financing from the World Bank (WB) toward the cost of the Strengthening Public Financial Management II (P510280) and intends to apply part of the proceeds for consulting services. The Communications Officer will be responsible, under the direction of the PFMII Project Manager, for developing and implementing the PFM II Gender-Sensitive Citizen Engagement Strategy. Further, the Consultant shall create content related to PFM reforms in the form of videos, infographics, press releases, and other forms of content as deemed acceptable by the Client. 

Under the general guidance of the Project Manager, the Consultant will work closely with the Project’s HR Advisor and Gender Advisor and the MOFBPS, including, but not limited to: the Deputy Secretary for Core Financial Services, Assistant Secretaries of Finance, MOFBPS HR Director, CIU, and other line ministries and international development partners as needed to identify, develop, and manage content related to public financial management reforms. These collaborating in discussion with the MOFBPS counterparts to define communication objectives, respond to citizen’s inquiries on the MOFBPS website and social media accounts, edit and proof-read content to ensure that they are grammatically correct and consistent with the professional standards of the MOFBPS, prepare content (audio/visual), maintain and update the MOFBPS website and social media accounts, generate, analyze and report on web traffic.

The (MOFBPS) now invites eligible individuals (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae (CV) with description of experience in similar assignments, similar conditions, etc.).

Evaluation Criteria

CVs of all applicants will be evaluated as follows: all CVs will be scrutinized against the assignment’s minimum requirements. The CVs of candidates that meet the minimum requirements will then be scored according to the set scoring criteria. The three candidates with the highest scores will be invited to an interview. The candidate then identified by the interview panel as the most suitable will be invited to negotiate the contract. Referees of the selected candidate may be contacted to verify prior experience, performance, and character traits.

Mandatory Requirements

  • An Associate’s degree (or equivalent work experience) in marketing, communications or related field, a Bachelor’s degree in the mentioned fields is a plus;
  • Minimum 2 years of experience in content creation or management of print or digital media platform;
  • Working experience in web design and content management applications is a plus;
  • Proven ability to read and write in English and Marshallese;
  • Knowledge of using photo and video editing software.

Desired Requirements

  • Ability to take quality photos and videos;
  • Experience in graphic design and ability to create designs for digital media purposes;
  • Demonstrated experience developing and implementing social media strategies;
  • Portfolios or examples of work is a plus.
