The Government of the Republic of the Marshall Islands (RMI), through the Ministry of Finance, Banking & Postal Services (MOFBPS), has received financing from the World Bank toward the cost of the Strengthening Public Financial Management II (P510280) Project and intends to apply part of the proceeds for consulting services. The Accountant/GASB Trainee will be responsible, under the direction of the PFM II Project Manager, for providing accounting support and technical assistance to MOFBPS in the implementation of the World Bank-financed project. This will be undertaken in compliance with applicable World Bank requirements, the provisions of the Legal/Financing Agreements, and the laws and regulations of the National Government.

Under the general guidance of the Project Manager, the Consultant will work closely with the MOFBPS Deputy Secretary for Core Financial Services, Assistant Secretaries of Finance, Chief Accountant, International GASB Specialist, GASB Support Firm (if applicable), and other stakeholders as needed to deliver a wide range of accounting and financial reporting support for MOFBPS. These include assisting with the recording and review of financial transactions, supporting the preparation of monthly, quarterly, and annual financial reports, and assisting with budget monitoring and reporting activities. The Consultant will also support bank and account reconciliations, assist with year-end financial closing activities, and contribute to the preparation of government financial statements and related schedules in accordance with US GASB standards. Additional responsibilities include supporting the preparation and organization of audit documentation, assisting with the extraction and review of reports from the Financial Management Information System (FMIS), and supporting updates to accounting templates, procedures, and reporting formats. The Consultant will participate in structured mentoring and training activities related to US GASB accounting and public sector financial reporting standards, and will contribute to the continuous improvement of accounting and budgeting processes within MOFBPS. The role also involves supporting periodic financial and budget reporting, demonstrating progressive development of practical public financial management skills, and fulfilling all reporting obligations assigned by the Chief Accountant or Project Manager.

The (MOFBPS) now invites eligible individuals (“Consultants”) to indicate their interest in providing the services. Evaluation Criteria

CVs of all applicants will be evaluated as follows: all CVs will be scrutinized against the assignment’s minimum requirements. The CVs of candidates that meet the minimum requirements will then be scored according to the set scoring criteria. The three candidates with the highest scores will be invited to an interview. The candidate then identified by the interview panel as the most suitable will be invited to negotiate the contract. Referees of the selected candidate may be contacted to verify prior experience, performance, and character traits.

Essential Qualifications and Experience:

  • Bachelor’s degree in Accounting, Public Finance, Business Administration, Economics, or related field;
  • Basic understanding of accounting and financial reporting principles;
  • Good computer skills, including Microsoft Excel and Word;
  • Strong willingness to learn and develop professionally;
  • Good communication and teamwork skills; and
  • Ability to work in a professional office environment.

Desirable Qualifications and Experience:

  • Exposure to public sector accounting or audit;
  • Familiarity with US GAAP or US GASB standards;
  • Experience using Financial Management Information Systems (FMIS);
  • Demonstrated ability to work in multidisciplinary and culturally diverse environments;
  • Ability to understand or speak Marshallese.
